Question: Where is the best place in the world to learn to surf?
I want to take a vacation where I can start learning how to surf.
It should be easily accessible by regular travel and friendly to new people.
I don’t want to get in the way of the regulars.

As far as the US goes, any beach town in Summer, and North Florida and Southern California in the colder seasons. If you start off by taking lessons. Instructors or surf camps will take to to nice, friendly ‘beginner’ beaches. There are dozens and dozens of good surf instructors. Many of whom have programs designed for tourists and vacationers. After the lessons, you will have learned most of the inside information you need to stay out of trouble.
Also, you won’t really learn how to surf on vacation (unless you have a month or so off). You will learn some basics, and get the feel of surfing, but it takes lots more time in the water than a week or two. But, you will have fun!

San Diego is a perfect travel destination for a vacation, especially for surfing. The beach towns of Southern California are renowned for great year-round weather, and also for great surfing conditions. There are countless travel agencies that can book your travel needs, and many great local surf schools.
