For scuba diving, it depends on the type of diving that you plan to do. I own four wetsuits (3mm new, 3mm old, 7mm, 7mm two-piece) and a drysuit. Living in the midwest, the water temperatures vary during the course of the dive season from 38F to 80F, and the 3mm suits are more for travel or pool work.

For surfing, I could see only needing one or two depending on how cold it gets.
